Autumn Budget 2025 Tax Changes: What It Means for You, Your Business and Your Wealth
Expert Analysis & Practical Guidance from Tax Affinity Accountants As the Chancellor prepares to deliver the Autumn Budget on 26 November 2025, speculation is running high across the UK. Headlines, leaks and political messaging have made it increasingly difficult for taxpayers to separate rumour from reality. What is clear, however, is that this will be one of the most consequential budgets for families, investors, landlords, small businesses and high-net-worth individuals in recent years. At Tax Affinity Accountants, we have analysed the most credible, evidence-based predictions from economists, industry bodies and policy advisers — and distilled them into a clear, practical briefing so you can plan before changes take effect. As always, we stand ready to help clients review their affairs in advance of Budget Day. Key Themes Expected in the Autumn Budget Despite months of speculation over an income tax rise, the Chancellor appears to have stepped away from the idea of increasing headline rates. Instead, the Government is widely expected to pursue a combination of: ✔ Property & Wealth Measures ✔ Stealth Tax Increases via Threshold Freezes (Fiscal Drag) ✔ Higher Duties and Indirect Taxes ✔ Business Rates Rebalancing ✔ New Road/EV Taxation Models ✔ Targeted NIC and Employer-Cost Adjustments These changes will affect taxpayers differently based on income, assets, property holdings and business structure. Below we break down what may be coming — and what you should do now. 1. Property Taxes & Stamp Duty (SDLT)High likelihood of reform The Treasury is under pressure to raise revenue from the property sector. Credible predictions include:
2. Capital Gains Tax (CGT)Significant risk of increased rates or reduced reliefs CGT is strongly tipped for adjustment because it can raise money from asset-rich individuals without raising headline income taxes. Possible changes include:
3. Inheritance Tax (IHT)High likelihood of rule tightening Think tanks and tax authorities have repeatedly highlighted IHT as an easy revenue source. Possible announcements:
4. Income Tax: Threshold Freezes & Fiscal DragRates may remain the same — but tax bills will still rise Although the Government may avoid raising income-tax rates, it can still increase tax revenue by freezing thresholds, dragging taxpayers into higher bands. Who Will Feel It?
5. National Insurance & Employer CostsTargeted changes possible Broad NI hikes appear unlikely, but smaller, targeted changes remain firmly on the table. Who Will Feel It?
6. Business Rates ReformLikely rebalancing — good for small businesses, harder on large premises Expected measures include:
7. EV & Road Tax Reform (Mileage Charging)Strong likelihood of early announcements As fuel duty revenue collapses, the Government is expected to signal a new model:
8. Alcohol, Tobacco & Duty IncreasesLikely given fiscal pressures Inflation-linked uprating of duties is widely expected. This will particularly impact:

What You Should Do Now — Your Pre-Budget Checklist ✔ Book a tax planning review before Budget Day ✔ Review any planned disposals of property or investments ✔ Update wills and estate-planning documents ✔ Stress-test business cashflow and payroll costs ✔ Get SDLT, CGT and IHT modelling done early ✔ For businesses — prepare for business-rates changes ✔ For EV owners — assess long-term cost exposure Need Personalised Advice? With the rapid rise of HMRC investigations in the UK, especially around VAT, personal income taxes and company tax. And subsequently we are seeing a rise in the number of tax payers coming to us asking for help because their bookkeeper or accountant could not help them. As expert tax accountants we understand the questions and requirements of HMRC and carefully investigate your information to support you and reach a good conclusion in the compliance check. We speak to HMRC on behalf of our clients to help leave them to carry on concentrating on their day to day lives without the stress and worry of the compliance check. We have also noticed a huge rise in many unlucky clients who have been the victim of hundreds of thousands of pounds of VAT fraud from callers saying they are calling from HMRC and asking for their HMRC VAT portal login information because they are 'doing routine system maintenance'. Never share your login and password information to anyone on the phone as they will go intoyour account change the details and submit refund requests in your name to their account. HMRC or any reputable tax accountant would never ask you for your personal login and password. HMRC authorised agents, like us have our own HMRC gateway, so can easily request login access, the correct way, by asking HMRC to send you an authorisation code by post. If you have been unlucky enough to be caught with online fraud or have received a HMRC letter about a compliance check (investigation). Then get in touch immediately and let one of our tax experts help you. Struggling on your own is not a good option in the long run because you will nearly always end up worse off financially. Thats also why many private bookkeepers and accountants contact us about their clients and ask us to help them behind the scenes, they know they need a tax expert. HMRC relishes the idea that tax payers will make errors in their tax returns and then they will pay higher taxes or be fines for making errors. The number of errors by members of the public doing their own self assessments has been rising steeply in the last few years and HMRC has been raking in fines for errors. So its very important to try to ensure you make none.
Why? - Well simply mistakes on your tax returns could cost you a lot of hard earned money. Solution? - Avoid HMRC penalties and charges by making sure you don’t commit these mistakes during tax return time by getting an expert like Tax Affinity Accountants (one the most highly recommended accountants in the UK) to do calculate and submit the return for you and sleep easy at night knowing you paid the least tax and everything was correct according to HMRC rules. There are only a few working days are left until (UK) HMRC's self assessment (tax return) deadline. And with many people receiving furlough, SEISS type covid grants and Covid Support from Local Council's which all need to be declared it only add to the complication.
Many tax payers are finding their tax bills are higher this year than last year and are turning to expert tax accountants at Tax Affinity to help them. Doing it yourself or with someone with a basic knowledge of the ever changing tax rules is likely to end up costing you much more than the fees an expert tax accountant would ever cost. It just makes economic sense. So if you have not had your 2020/21 (6.4.20 to 5.4.21) tax return completed then you urgently get in touch today as the number of working days are fast decreasing and before you know it the time will be gone and you may end up facing a fine by HMRC for missing the deadline. The Chancellor yesterday announced a raft of new measures to support businesses in the UK. Below are the key points to help you and your business:
Job Support Scheme - to replace the Furlough scheme
If an employee (e.g. Mr Bob Smith) works reduced hours the employer pays for that. And in addition the employer and government pay one third of the lost pay each (up to the cap £697.92). So if Mr Bob Smith normally worked for an employer at £2,000 a month, and then worked 50% hours, he would get £1,000 normal pay plus £333 extra from their employer and £333 from the government. Self Employed Support - SEISS Grants
Bounce Back (BBL) Loans and Covid (CBILS) Loans - time extended from 6 to 10 years to repay + chance to pay interest only
Tax - 5% VAT to remain longer, VAT deferred interest free payments, more time to pay HMRC
